On 22 December 2014, a proposed amendment to the Civil Code which would legalize same-sex marriage was due to go under review by the Judiciary Committee. If the amendment passes the committee stage, it will then be voted on at the plenary session of the Legislative Yuan in 2015. The amendment, called the marriage equality amendment, would insert neutral terms into the Civil Code replacing ones that imply heterosexual marriage, effectively legalizing same-sex marriage. It would also allow same-sex couples to adopt children.
The Human Rights Campaign, the largest LGBT rights organization in the United States, states that "many same-sex couples want the right to legally marry because they are in love—many, in fact, have spent the last 10, 20 or 50 years with that person—and they want to honor their relationship in the greatest way our society has to offer, by making a public commitment to stand together in good times and bad, through all the joys and challenges family life brings."[32]
The Parliament approved a bill to legalise same-sex marriage on 18 June 2014.[267] The law was published in the official gazette on 17 July and took effect on 1 January 2015.[268][269][270] On 15 May 2015, Luxembourg became the first country in the European Union to have a prime minister who is in a same-sex marriage, and the second one in Europe. Prime Minister Xavier Bettel married Gauthier Destenay, with whom he had been in a civil partnership since 2010.
Apart from measures to protect the prerogatives of citizens, the prosecution of homosexuality as a general crime began in the 3rd century of the Christian era when male prostitution was banned by Philip the Arab. By the end of the 4th century, after the Roman Empire had come under Christian rule, passive homosexuality was punishable by burning.[50] "Death by sword" was the punishment for a "man coupling like a woman" under the Theodosian Code.[51] Under Justinian, all same-sex acts, passive or active, no matter who the partners, were declared contrary to nature and punishable by death.[52]

Transgender people vary greatly in choosing when, whether, and how to disclose their transgender status to family, close friends, and others. The prevalence of discrimination[168] and violence (transgender people are 28% more likely to be victims of violence)[169] against transgender persons can make coming out a risky decision. Fear of retaliatory behavior, such as being removed from the parental home while underage, is a cause for transgender people to not come out to their families until they have reached adulthood.[170] Parental confusion and lack of acceptance of a transgender child may result in parents treating a newly revealed gender identity as a "phase" or making efforts to change their children back to "normal" by utilizing mental health services to alter the child's gender identity.[171][172]

In August 2018, the Supreme Court of Justice of Costa Rica ruled that the right of same-sex couples to marry is guaranteed by the American Convention on Human Rights, in line with a January 2018 ruling by the Inter-American Court of Human Rights, and that the Legislative Assembly of Costa Rica has a grace period of eighteen months to amend the marriage law to align with the Convention after which same-sex marriage will automatically become established by law in Costa Rica.[141]
In his 2007 book Transgender, an Ethnography of a Category, anthropologist David Valentine asserts that transgender was coined and used by activists to include many people who do not necessarily identify with the term and states that people who do not identify with the term transgender should not be included in the transgender spectrum.[46] Leslie Feinberg likewise asserts that transgender is not a self-identifier (for some people) but a category imposed by observers to understand other people.[47] However, these assertions are contested by the Transgender Health Program (THP) at Fenway Health in Boston. It notes that there are no universally-accepted definitions, and terminology confusion is common because terms that were popular at the turn of the 21st century may now be deemed offensive. The THP recommends that clinicians ask clients what terminology they prefer, and avoid the term transsexual unless they are sure that a client is comfortable with it.[45]
In Greece, endeavours were made during the 1980s and 1990s to organise such an event, but it was not until 2005 that Athens Pride established itself. The Athens Pride is held every June in the centre of Athens city.[73] As of 2012, there is a second pride parade taking place in the city of Thessaloniki. The Thessaloniki Pride is also held annually every June. 2015 and 2016 brought two more pride parades, the Creta Pride taking place annually in Crete[74] and the Patras Pride, that is going to be held in Patras for the first time in June 2016.[75]

Legal recognition of same-sex marriages in South Africa came about as a result of the Constitutional Court's decision in the case of Minister of Home Affairs v Fourie. The court ruled on 1 December 2005 that the existing marriage laws violated the equality clause of the Bill of Rights because they discriminated on the basis of sexual orientation. The court gave Parliament one year to rectify the inequality.


The first two decades of the 21st century saw same-sex marriage receive support from prominent figures in the civil rights movement, including Coretta Scott King, John Lewis, Julian Bond, and Mildred Loving.[360] In May 2011, national public support for same-sex marriage rose above 50% for the first time.[361] In May 2012, the NAACP, the leading African-American civil rights organization, declared its support for same-sex marriage and stated that it is a civil right.[31] In June 2013, the Supreme Court of the United States struck down DOMA for violating the Fifth Amendment to the United States Constitution in the landmark civil rights case of United States v. Windsor, leading to federal recognition of same-sex marriage, with federal benefits for married couples connected to either the state of residence or the state in which the marriage was solemnized. In May 2015, national public support for same-sex marriage rose to 60% for the first time.[362] In June 2015, the Supreme Court ruled in the landmark civil rights case of Obergefell v. Hodges that the fundamental right of same-sex couples to marry on the same terms and conditions as opposite-sex couples, with all the accompanying rights and responsibilities, is guaranteed by both the Due Process Clause and the Equal Protection Clause of the Fourteenth Amendment to the United States Constitution.
There is no complete data on the number of same-sex marriages conducted in the United States. Marriages and divorces are recorded by states, counties, and territories, plus New York City and the District of Columbia, but not by the federal government. States such as Oregon do not distinguish between opposite-sex and same-sex marriages in their official records. The legal records on marriage and divorce belong to the states.[155] In August 2016, the Treasury Department estimated the number of same-sex marriages by linking the tax returns of same-sex couples who had filed jointly in 2014 with their Social Security records. (Although this method excluded couples who file singly, these are small in number; of all married couples who file taxes, 97.5% file jointly.) This research showed that in 2014 there were about 183,280 married same-sex couples in the country, or "roughly a third of 1 percent of all marriages" according to the New York Times.[156]
On 14 May 2012, Labour Party MP Louisa Wall stated that she would introduce a member's bill, the Marriage (Definition of Marriage) Amendment Bill, allowing same-sex couples to marry.[305] The bill was submitted to the members' bill ballot on 30 May 2012.[306] It was drawn from the ballot and passed the first and second readings on 29 August 2012 and 13 March 2013, respectively.[307][308] The final reading passed on 17 April 2013 by 77 votes to 44.[309][310] The bill received royal assent from the Governor-General on 19 April and took effect on 19 August 2013.[311][312]
When the parade returns to the main stage gets under way, with local celebrities performing to show their support for gay pride, you will also find lots of stalls highlighting the gay charities and organisations supported by the Pride. Over the years this gay pride has evolved from a political rally to a celebration of gay culture making it fun for everyone.
In September 2011, the Coalition Government announced its intention to introduce same-sex civil marriage in England and Wales by the May 2015 general election.[337] However, unlike the Scottish Government's consultation, the UK Government's consultation for England and Wales did not include provision for religious ceremonies. In May 2012, three religious groups (Quakers, Liberal Judaism and Unitarians) sent a letter to David Cameron, asking that they be allowed to solemnise same-sex weddings.[338]
In ruling Texas' gay marriage ban unconstitutional, San Antonio-based federal judge Orlando Garcia stated that the ban "causes needless stigmatization and humiliation for children being raised by the loving same-sex couples being targeted." [138] Children of unmarried same-sex couples are denied the stability that comes with having married parents, including the guarantee of child support in the case of divorce and an automatic legal connection to both parents. [107] If no legal relationship is established, the child cannot be sure of receiving financial support from the non-biologically related partner, and is not guaranteed an inheritance if that partner dies without leaving a will. [151]

It has to do because they've had to hide, they've had to lie, and they've felt all of this guilt and shame, unfortunately usually for years!"[83] Many transgender people also seek mental health treatment for depression and anxiety caused by the stigma attached to being transgender, and some transgender people have stressed the importance of acknowledging their gender identity with a therapist in order to discuss other quality-of-life issues.[83] Others regret having undergone the procedure and wish to detransition.[85]

Sigmund Freud believed that every human being is bisexual in the sense of incorporating general attributes of both sexes. In his view, this was true anatomically and therefore also psychologically, with sexual attraction to both sexes being an aspect of this psychological bisexuality. Freud believed that in the course of sexual development the masculine side of this bisexual disposition would normally become dominant in men and the feminine side in women, but that all adults still have desires derived from both the masculine and the feminine sides of their natures. Freud did not claim that everyone is bisexual in the sense of feeling the same level of sexual attraction to both genders. Freud's belief in innate bisexuality was rejected by Sándor Radó in 1940 and, following Radó, by many later psychoanalysts. Radó argued that there is no biological bisexuality in humans.[49] The psychoanalyst Edmund Bergler argued in Homosexuality: Disease or Way of Life? (1956) that bisexuality does not exist and that all supposed bisexuals are homosexuals.[50]
Scientific research has been generally consistent in showing that lesbian and gay parents are as fit and capable as heterosexual parents, and their children are as psychologically healthy and well-adjusted as children reared by heterosexual parents.[43][508][509][510] According to scientific literature reviews, there is no evidence to the contrary.[44][511][512][513]
Prior to the legalisation of same-sex marriage, Germany was one of the first countries to legislate registered partnerships (Eingetragene Lebenspartnerschaft) for same-sex couples, which provided most of the rights of marriage. The law came into effect on 1 August 2001, and the act was progressively amended on subsequent occasions to reflect court rulings expanding the rights of registered partners.
Neither same sex marriage nor civil partnerships registered inside or outside Hong Kong are recognised by the Law of Hong Kong. However, many Hong Kong residents are also a British National (Overseas). By virtue of the passage of Civil Partnership (Registration Abroad and Certificates) Order 2005 in the UK, all British nationals, including British Nationals (Overseas), are allowed to register civil partnerships with a limited number of British consulates or embassies abroad. Thus, LGBT Hong Kong couples, where one of the couple hold British national status, enjoy the right to register civil partnerships with British consulates in 22 countries.[28]
Some evolutionary psychologists have argued that same-sex attraction does not have adaptive value because it has no association with potential reproductive success. Instead, bisexuality can be due to normal variation in brain plasticity. More recently, it has been suggested that same-sex alliances may have helped males climb the social hierarchy giving access to females and reproductive opportunities. Same-sex allies could have helped females to move to the safer and resource richer center of the group, which increased their chances of raising their offspring successfully.[56]
Meetings to organize the march began in early January at Rodwell's apartment in 350 Bleecker Street.[17] At first there was difficulty getting some of the major New York City organizations like Gay Activists Alliance (GAA) to send representatives. Craig Rodwell and his partner Fred Sargeant, Ellen Broidy, Michael Brown, Marty Nixon, and Foster Gunnison of Mattachine made up the core group of the CSLD Umbrella Committee (CSLDUC). For initial funding, Gunnison served as treasurer and sought donations from the national homophile organizations and sponsors, while Sargeant solicited donations via the Oscar Wilde Memorial Bookshop customer mailing list and Nixon worked to gain financial support from GLF in his position as treasurer for that organization.[18][19] Other mainstays of the organizing committee were Judy Miller, Jack Waluska, Steve Gerrie and Brenda Howard of GLF.[20] Believing that more people would turn out for the march on a Sunday, and so as to mark the date of the start of the Stonewall uprising, the CSLDUC scheduled the date for the first march for Sunday, June 28, 1970.[21] With Dick Leitsch's replacement as president of Mattachine NY by Michael Kotis in April 1970, opposition to the march by Mattachine ended.[22]

Sexual attraction, behavior, and identity may also be incongruent, as sexual attraction or behavior may not necessarily be consistent with identity. Some individuals identify themselves as heterosexual, homosexual, or bisexual without having had any sexual experience. Nicole Maines, a trans girl, took a case to Maine's Supreme Court in June, 2013. She argued that being denied access to her high school's women's restroom was a violation of Maine's Human Rights Act; one state judge has disagreed with her,[109] but Maines won her lawsuit against the Orono school district in January 2014 before the Maine Supreme Judicial Court.[110] On May 14, 2016, the United States Department of Education and Department of Justice issued guidance directing public schools to allow transgender students to use bathrooms that match their gender identities.[111]

The most prominent supporters of same-sex marriage are human rights and civil rights organizations as well as the medical and scientific communities, while the most prominent opponents are religious groups. The ruling of the Supreme Court in Obergefell occurred following decades of consistently rising national public support for same-sex marriage in the United States, with support continuing to rise thereafter.
In 1993, former legislator Anna Wu proposed an Equal Opportunities Bill through a private member's bill to outlaw discrimination on a variety of grounds, including sex, disability, age, race, and sexuality. Her effort didn't yield any result until 1995 when equal opportunities law was enacted. However, sexuality was not included in the passage of the bill.[6][7][8]

Krafft-Ebing was the first to suggest that bisexuality is the original state of human sexuality. Freud has famously summarized on the basis of clinical observations: "[W]e have come to know that all human beings are bisexual - - and that their libido is distributed between objects of both sexes, either in a manifest or a latent form." According to Freud, people remain bisexual all their lives in a repression to monosexuality of fantasy and behavior. This idea was taken up in the 1940s by the zoologist Alfred Kinsey who was the first to create a scale to measure the continuum of sexual orientation from hetero to homosexuality. Kinsey studied human sexuality and argued that people have the capability of being hetero or homosexual even if this trait does not present itself in the current circumstances.[27]
LGBT communities in other countries have also adopted the rainbow flag. A South African gay pride flag which is a hybrid of the rainbow flag and the national flag of South Africa was launched in Cape Town in 2010. Flag designer Eugene Brockman said "I truly believe we (the LGBT community) put the dazzle into our rainbow nation and this flag is a symbol of just that."[31] On April 20, 2017, advertising agency Ogilvy & Mather announced the release of a commemorative, rainbow-colored font named "Gilbert Color", designed in collaboration with software company Fontself.[32] The font is freely distributed under a Creative Commons license.[33]

There is currently a debate on the importance of biological influences on sexual orientation. Biological explanations have been put to question by social scientists, particularly by feminists who encourage women to make conscious decisions about their life and sexuality. A difference in attitude between homosexual men and women has also been reported as men are more likely to regard their sexuality as biological, "reflecting the universal male experience in this culture, not the complexities of the lesbian world." There is also evidence that women's sexuality may be more strongly affected by cultural and contextual factors.[26]
Middle Assyrian Law Codes dating 1075 BC has a particularly harsh law for homosexuality in the military, which reads: "If a man have intercourse with his brother-in-arms, they shall turn him into a eunuch."[26][27][28] A similar law code reads, "If a seignior lay with his neighbor, when they have prosecuted him (and) convicted him, they shall lie with him (and) turn him into a eunuch". This law code condemns a situation that involves homosexual rape. Any Assyrian male could visit a prostitute or lie with another male, just as long as false rumors or forced sex were not involved with another male.[29]
The history of same-sex marriage in the United States dates from the early 1970s, when the first lawsuits seeking legal recognition of same-sex relationships brought the question of civil marriage rights and benefits for same-sex couples to public attention though they proved unsuccessful.[7] The subject became increasingly prominent in U.S. politics following the 1993 Hawaii Supreme Court decision in Baehr v. Miike that suggested the possibility that the state's prohibition might be unconstitutional. That decision was met by actions at both the federal and state level to restrict marriage to male-female couples, notably the enactment at the federal level of the Defense of Marriage Act.

Notably, as of 2019, 26 countries, all of which being developed or developing democracies, recognized same-sex marriage. By contrast, as at 5 April 2019, 14 countries or jurisdictions, all of which are Islamic and ruled by sharia, impose the death penalty for homosexuality. These include Afghanistan, Brunei, Iran, Mauritania, Pakistan, Qatar, Saudi Arabia, Sudan, Yemen, the United Arab Emirates, parts of Nigeria, parts of Somalia, parts of Syria and parts of Iraq.[4]
Like the other countries from the Balkans, Bulgaria's population is very conservative when it comes to issues like sexuality. Although homosexuality was decriminalized in 1968, people with different sexual orientations and identities are still not well accepted in society. In 2003 the country enacted several laws protecting the LGBT community and individuals from discrimination. In 2008, Bulgaria organized its first ever pride parade. The almost 200 people who had gathered were attacked by skinheads, but police managed to prevent any injuries. The 2009 pride parade, with the motto "Rainbow Friendship" attracted more than 300 participants from Bulgaria and tourists from Greece and Great Britain. There were no disruptions and the parade continued as planned. A third Pride parade took place successfully in 2010, with close to 800 participants and an outdoor concert event.
In 2010, a Columbia University Mailman School of Public Health study examining the effects of institutional discrimination on the psychiatric health of lesbian, gay and bisexual (LGB) individuals found an increase in psychiatric disorders, including a more than doubling of anxiety disorders, among the LGB population living in states that instituted bans on same-sex marriage. According to the author, the study highlighted the importance of abolishing institutional forms of discrimination, including those leading to disparities in the mental health and well-being of LGB individuals. Institutional discrimination is characterized by societal-level conditions that limit the opportunities and access to resources by socially disadvantaged groups.[45][46]
